The Council of Ministers resorted to a tried and tested method of energy saving last week. A power cut left energy ministers without heat or light for ten minutes during their meeting on 23 November – which was supposed to discuss the energy efficiency action plan and the Commission’s conclusions from the European grid failure in early November.
